Is this pulpy coating on the OUTSIDE of the 145A important?

My 145A model has, beneath all of the paint on the top, a pulpy woodish layer of texture akin to thatch. I have never heard of this before, as so far as I know it should just be painted steel right?

It should not affect operation if I sand it off should it? Not nearly as important as the inside coating to keep resonance down right?
